
Layoff Resources
The County of SLO has noticed SLOCEA that, due to the current budget deficit, the County intends to implement layoffs, including employees in SLOCEA bargaining units.
SLOCEA has been actively meeting with the County regarding the layoff process and will be engaging in negotiations over the impacts of layoffs.

SLOCEA’s Role During Layoffs
Layoffs are a stressful and uncertain time for our members. The process is governed by the County’s Civil Service Rules, which dictate the order and method by which layoffs are carried out. While the specifics can be complex, below is an overview of what impacted employees can expect. While SLOCEA is unable to stop layoffs from happening, the Association is committed to supporting our members throughout this process and will advocate on their behalf at every step.
Step 1: Notification of Impacted Employees
When layoffs are imminent, impacted employees will be contacted by their department and Human Resources. SLOCEA will work to ensure that our members are properly notified and fully informed about their rights. Employees who have permanent status in another classification may have the option to “bump” into that role, potentially avoiding a layoff. The County will be notifying SLOCEA of impacted employees and provide copies of layoff notices, per their legal obligation.
Step 2: Exploring Other Opportunities within the County
For some, this could mean transitioning to a similar position within their current department, while for others it may involve transferring to a vacancy or voluntarily demoting to a lower-level position in a different department. Human Resources will provide a list of current job openings, along with information on required qualifications and the application process.
